Guide

Last updated: November 2026. Many people in Azerbaijan who sell abroad through eBay, Amazon, Etsy or Shopify ask the same question: do I owe tax in Azerbaijan on this income, and how is it paid? This article is a general overview based on the State Tax Service (DVX) official booklets and its Q&A section, with a source link for every fact. Every tax situation is different, so talk to an accountant or tax adviser before you decide anything.

Important disclaimer: this article is not tax or legal advice. Legislation changes, and the text reflects official sources as of the date of writing. For a definitive answer, contact the DVX call centre (195-1) or your local tax office.

Does an individual selling abroad online have to pay tax?

Yes, if you are an Azerbaijani tax resident. According to the DVX, a resident individual's entire income for the calendar year, earned both in Azerbaijan and abroad, is taxable in Azerbaijan, except exempt income. Tax already paid abroad can be credited against Azerbaijani tax under certain conditions.

This explanation is in the DVX Q&A section (question ID 7878, 16 March 2023, based on Articles 13, 99, 101, 127 and 149 of the Tax Code): taxes.gov.az, Q&A. To credit foreign tax, the DVX refers to the DTA-02 form. In other words, income from a foreign platform such as eBay or Amazon is not automatically tax-free.

A similar question was put to the DVX about YouTube income. The answer states that individuals carrying out business activity without forming a legal entity pay 20% tax on taxable income (question ID 9057, 7 February 2024, Tax Code Article 101.3): taxes.gov.az, Q&A.

Do you need a tax ID (VÖEN) before you start selling?

Regular selling counts as business activity. According to the DVX, an individual must register with the tax authority as a taxpayer, that is, obtain a VÖEN, before starting the activity. Registration is free and can be done online on the Internet Tax Office portal with ASAN İmza or SİMA, or with a paper application.

  • Where: e-taxes.gov.az (Internet Tax Office), or tax offices and service centres.
  • What you need: an ID card and, for online registration, a qualified electronic signature (ASAN İmza or SİMA).
  • What you choose: your activity type and tax method (simplified tax or income tax) in the registration application. Under the 2026 booklet, a taxpayer starting a new activity during the year applies the method chosen in that application.

Discuss with your accountant which activity code to choose and whether your sales count as goods or services. This directly affects which tax regimes are open to you.

What is the simplified tax, and who pays 2%?

The simplified tax is a regime for persons who are not VAT-registered and whose taxable transactions are 200,000 manat or less in any month of a consecutive 12-month period. For general activity the rate is 2% of gross revenue, with no deduction for expenses. An individual entrepreneur on this regime does not pay income tax or VAT on that activity.

The DVX Simplified Tax booklet (2026) sets out the main rules:

  • Rate: 2% of proceeds from supplying goods, works and services and of non-sales income (catering, betting and lotteries have separate rates).
  • Threshold: transactions must not exceed 200,000 manat in any month of a consecutive 12-month period.
  • Return: the simplified tax return is filed quarterly, no later than the 20th of the month after the quarter, and the tax is paid by the same date.
  • Choosing the method: existing taxpayers must submit the simplified tax return, or a written notice that they will not use this right, by 20 April each year. The chosen method cannot be changed until the end of the calendar year.

Who cannot use the simplified tax?

The booklet lists exclusions. The most relevant for e-commerce are wholesale traders, producers of excise goods and goods subject to mandatory labelling, sellers of gold, jewellery and fur, and licensed activities. Also on the list are persons providing services other than to individuals not registered as taxpayers. That last point matters if you sell services, for example to a foreign company, so check with your accountant how it applies to you.

How is the income tax regime different from the simplified tax?

Under the income tax regime, an individual entrepreneur deducts the expenses of earning the income and pays 20% on the rest (Tax Code Article 101.3). Under the simplified tax, you pay 2% of turnover with no deductions. Which is better depends on your margin and on whether you can document your expenses.

Sources: DVX booklet, 2026, DVX Q&A, ID 9057. The same DVX answer notes that individual entrepreneurs who are micro-businesses, with an average of at least 3 hired employees per month and no social insurance arrears, get relief on 75% of business income (Tax Code Article 102.1.30). Check the conditions with your accountant.

Example (arithmetic only): with quarterly gross revenue of 10,000 manat, the simplified tax is 2% × 10,000 = 200 manat, regardless of profit. Under income tax, the result depends on your documented expenses.

How much are social and compulsory medical insurance contributions?

According to the 2026 DVX booklet, an individual in business calculates compulsory state social insurance at 2% of income, with no deduction for expenses. The contribution must be no less than 15% and no more than 100% of the minimum monthly wage. Since the minimum wage has been 400 manat from 1 January 2025, the monthly contribution is between 60 and 400 manat.

  • Social insurance: paid monthly by the 15th of the next month, non-cash only. After each quarter, a unified return on withholdings from employment (or a no-activity notice) is filed by the 20th of the next month.
  • Compulsory medical insurance: an individual entrepreneur calculates a contribution of 4% of the minimum monthly wage for each month.
  • Relief: a micro-business individual on the simplified tax can deduct 25% of the quarterly social insurance paid for themselves from the quarterly simplified tax, for 3 years from 1 January 2024.

Do you have to report Payoneer or foreign accounts to the tax authority?

Check this with an accountant. Under an amendment to the Tax Code, taxpayers must inform the tax authority, before transactions start, about accounts opened for business purposes with non-resident credit institutions or non-resident persons carrying out banking operations.

The requirement appears in the amending law passed by parliament (meclis.gov.az, 677-VIQD), and the related electronic services are listed on the DVX website (taxes.gov.az). We could not confirm from an official source whether a Payoneer balance falls under this definition. If you have opened Payoneer or another foreign account, get a written explanation from your accountant or the tax office.

Practical tip: save marketplace reports (eBay and Amazon payout reports), Payoneer statements and local bank transfers every month. You will need documents proving income and expenses whichever regime you choose.

Does VAT on digital services apply to sellers?

Not directly. The DVX page on digital economy taxation mainly covers VAT registration of non-residents providing digital services online to consumers in Azerbaijan. Your sales of goods abroad are not the focus of these rules. But if you see VAT on platform fee invoices, these rules may be the reason.

The list on that page shows non-residents registered for VAT, including EBAY MARKETPLACES GMBH with the date 01.09.2026 (taxes.gov.az, Digital economy). Check with your accountant how VAT appears on your platform invoices.

What tax mistakes do online sellers make most often?

The most common mistakes are assuming foreign income is not taxable, registering for a VÖEN only after sales grow, missing filing dates and not keeping records. Each of these can later lead to financial penalties or interest.

  • Thinking "the money is still in Payoneer, so it is not income". Ask your accountant when the obligation arises, since it does not depend simply on which account holds the money.
  • Not filing a no-activity notice in quarters with no sales.
  • Choosing the income tax regime without documenting expenses.

The DVX has a separate booklet on financial penalties, interest and other liability measures (referenced in the booklet).

Steps to get your tax setup right

The safest route is to meet an accountant before you start selling, get a VÖEN, choose your tax method deliberately and keep records of every incoming payment. The sequence below gives general direction, and your own situation needs a professional's confirmation.

  1. Classify your activity (goods, services, dropshipping) with an accountant or tax adviser.
  2. Register as an individual entrepreneur on e-taxes.gov.az and choose your tax method.
  3. Put filing dates in your calendar: the 20th after each quarter for the simplified tax, the 15th of each month for social insurance.
  4. Clarify your obligation to report foreign accounts.
  5. Archive marketplace and payment reports every month.

Frequently asked questions

Do I pay tax in Azerbaijan on eBay or Amazon income?

According to the DVX, an Azerbaijani tax resident's entire income, earned at home and abroad, is taxable in Azerbaijan except exempt income. Income from a foreign platform is not tax-free for that reason alone. Confirm your exact obligations with an accountant.

Up to what turnover does the 2% simplified tax apply?

Under the 2026 DVX booklet, persons who are not VAT-registered and whose transactions are 200,000 manat or less in any month of a consecutive 12-month period can pay simplified tax. For general activity the rate is 2% of revenue with no expense deduction.

Can I get a VÖEN online?

Yes. According to the DVX, an individual can register as a taxpayer without visiting a tax office, using a qualified electronic signature such as ASAN İmza on the Internet Tax Office portal (e-taxes.gov.az). Registration is free and a paper application is also possible.

How much social insurance does an individual entrepreneur pay?

Under the 2026 booklet, an individual entrepreneur pays 2% of income, with no expense deduction, as social insurance. It must be at least 15% and at most 100% of the minimum wage, so with a 400 manat minimum wage it is 60 to 400 manat a month.

Does this article replace an accountant?

No. It is a general overview based on official DVX sources, not tax advice. For your activity classification, tax regime and foreign account obligations, consult a licensed accountant or the DVX call centre (195-1).
