Can you sell on eBay from Azerbaijan?
Yes. A person living in Azerbaijan can open a seller account on ebay.com and sell worldwide, mainly to US buyers. eBay manages payments itself and, for sellers in some countries, sends payouts to a Payoneer account. In 2021, local media in Azerbaijan also reported that payouts for Azerbaijani sellers were moving from PayPal to Payoneer.
eBay's managed payments page says eBay partners with Payoneer for sellers in select countries, and in that case proceeds are deposited to the Payoneer account in US dollars. Seller Hub shows which method applies to your account during registration, so having a Payoneer account ready beforehand speeds things up.
Personal or business account: which should you choose?
If you do not have a company, a personal account is enough to start. A business account is for selling on behalf of a registered company, and the account shows the company name and details. You can sell with either. The key rule: the name, address and bank or Payoneer details must all belong to the same person or company.
| Criterion | Personal account | Business account |
|---|---|---|
| Best for | Individuals, new sellers | Registered companies or sole proprietors |
| Name shown | First and last name | Company name |
| Information needed | Identity and address details | Company details plus the representative's details |
| Payout account | Payoneer or bank in your name | Payoneer or bank in the company's name |
You can upgrade a personal account to a business account later, so there is no need to rush into forming a company on day one.
How do you open an eBay seller account, step by step?
You open the account through "Register" on ebay.com: choose the account type, enter your name, email and password, then confirm your email and phone. Next, payments registration starts in Seller Hub: personal or company details, identity verification and a payout account (Payoneer or bank). You cannot receive sales proceeds until this step is complete.
- Register. Click "Register" on ebay.com and choose "Personal" or "Business".
- Basic details. Enter your name (or company name), email and password. Select Azerbaijan as your country.
- Verification. Open the link sent to your email and confirm your phone number with a code.
- Seller profile. Go to Seller Hub and fill in your address exactly as in your passport before the first listing.
- Payments registration. eBay will ask for identity details and a payout account. If Payoneer is shown, link your existing account or open one during registration.
- Payout schedule. Choose daily or weekly payouts.
Most delays come from mismatched details: the name on your eBay account must match the name on your Payoneer account. Do not rush to upload lots of listings in the first days; set up your profile and policies properly first.
How do you connect Payoneer and when does the money arrive?
If payouts go to Payoneer, eBay offers to link your existing Payoneer account or open a new one during payments registration. According to eBay, payouts are initiated within 2 business days after the buyer pays, and amounts sent to Payoneer are in US dollars. From there you can withdraw to a local bank account or card.
- Payout schedule: daily or weekly (set in Seller Hub).
- eBay fees and expenses are deducted before payout; reports are in the Reports section of Seller Hub.
- According to Payoneer's eBay page, you can withdraw your Payoneer balance to a local bank account, convert currencies and spend with a Mastercard card.
Opening a Payoneer account also requires ID and address details, and they must match your eBay account. We compare the conditions for Payoneer, PayPal, Wise and other services in Azerbaijan in /en/blogs/payoneer-paypal-stripe-wise-azerbaijan-573.
What are the selling limits for new accounts, and how do you raise them?
Every new eBay seller has a selling limit on how many items and what total value they can list each month. The limit depends on account age, identity verification and selling performance. eBay reviews accounts regularly and raises limits for good performance. You can also send a "Request to list more" from Seller Hub.
According to eBay's selling limits and selling rules pages:
- you can see your limit in Seller Hub under the Overview tab, in "Monthly limits";
- when you reach it, you wait for the next month or request an increase;
- starting in a new category can add a category-specific limit;
- buying a Store subscription does not raise your selling limit;
- the 250 free (zero insertion fee) listings per month are not related to the selling limit.
A practical tip: in the first months, instead of trying to max out your limit, focus on orders that sell, ship on time and earn positive feedback. Limit increases are based on exactly these signals. It makes more sense to request an increase after you have used most of your limit and completed several successful sales. When you move into a new category, test it with a small volume first.
How much does it cost to sell on eBay?
eBay has two main fees: the insertion (listing) fee and the final value fee charged after a sale. A seller without a Store subscription can list up to 250 items a month with no insertion fee. In most categories the final value fee is a percentage of the sale total plus a fixed per-order fee. The exact rate depends on the category.
| Fee | On ebay.com (most categories) |
|---|---|
| Insertion fee | 250 free listings a month, then $0.35 per listing |
| Final value fee | 13.6% on the portion up to $7,500, 2.35% on the portion above |
| Per-order fee | $0.30 for orders of $10 or less, $0.40 for orders over $10 |
| Extra costs | Promoted Listings ads, listing upgrades, Store subscription |
The figures are based on eBay's selling fees help page. The final value fee is calculated on the total sale amount, including shipping and tax, not just the item price, which sellers often forget when pricing.
When do you need an eBay Store subscription?
A Store subscription makes sense when you list many items a month and want a store page, promotion tools and more free listings. At the start, while 250 free listings are enough, you do not need one. Remember that a Store subscription does not raise your selling limit; it only adds free listings and store features.
| Store tier | Monthly renewal | Yearly renewal (per month) |
|---|---|---|
| Starter | $7.95 | $4.95 |
| Basic | $27.95 | $21.95 |
| Premium | $74.95 | $59.95 |
| Anchor | $349.95 | $299.95 |
Prices come from eBay's Store subscriptions page for international sellers. From the Basic tier up, the number of free fixed-price listings rises sharply. In practice, run the numbers once you list more than 250 items a month: if the subscription costs less than the extra insertion fees, it pays off.
How should you set up business policies?
Before your first listing, set up three key policies in Seller Hub: shipping, returns and payment. In the shipping policy you state how many business days you need to dispatch an order (handling time), the service and which countries you ship to. In the return policy you set the return window and who pays return shipping. These templates then apply automatically to every listing.
- Handling time: state a time you can actually meet; late shipments hurt your seller performance.
- Tracking: upload tracking numbers on time so the buyer and eBay can follow the order.
- Item location: show accurately where the item ships from; buyers judge delivery time by it.
- Return terms: a clear, fair return policy builds buyer trust.
Setting policies up correctly once prevents mistakes across hundreds of listings and reduces disputed orders.
What are the most common reasons eBay restricts an account?
The most common reasons are dropshipping that breaks the rules, counterfeit or brand-infringing items, prohibited items, late shipping and many problem orders, and mismatched account details. In these cases eBay can remove listings, demote them in search, restrict selling or suspend the account.
- Dropshipping from retail sites. Under eBay's drop shipping policy, buying an item from another retail site after it sells on eBay and shipping it to the buyer is not allowed. The permitted route is an agreement with a wholesale supplier.
- Brands and counterfeits. Selling branded goods you have no rights to is one of the biggest account risks.
- Prohibited and restricted items. Check category rules before listing.
- Poor performance. Late shipping, cancelled orders and unanswered messages lower your seller rating.
- Mismatched details. Your name, address and payout account must belong to the same person.
How do you get your first sale?
Once your account and payouts are set up, start with a few simple, unbranded products that have real demand. Check sold listings to confirm demand, price with every fee included and upload a small number of quality listings each day. Fast replies and on-time shipping matter most for account health in the first months.
