Payoneer, PayPal, Stripe, Wise: Which Work in Azerbaijan? (2026)

Guide
Last updated: November 2026. If you sell on eBay, Amazon or Shopify from Azerbaijan, the first practical question is money: where do your buyers' dollars land, and how do you get them to a local card? This guide covers Payoneer, PayPal, Stripe and Wise using only official pages and government sources, with a link for every claim. These services change their rules often, so check the official page yourself before you open an account.
Short answer: which payment services work in Azerbaijan?
Payoneer is the realistic route for marketplace income from Azerbaijan: eBay pays Azerbaijani sellers into a Payoneer account in US dollars. Azerbaijani PayPal accounts are essentially send-only. Stripe does not support Azerbaijan. Wise lets you send money to Azerbaijan, but Azerbaijan is not on its list of countries where residents can hold a balance.
| Service | Receive money | Send money | Marketplace payouts | Source |
|---|---|---|---|---|
| Payoneer | Yes (eBay, Amazon and other platforms) | Yes | Main method for Azerbaijani eBay sellers | Payoneer, Trend, 2021 |
| PayPal | No (send-only) | Yes | Not usable | PayPal Help |
| Stripe | Not for an Azerbaijani business | No | Only via a company in a supported country | Stripe Global |
| Wise | No balance for residents | Yes (transfers to Azerbaijan) | Not usable | Wise Help |
Can a PayPal account in Azerbaijan receive money?
No. A PayPal account registered in Azerbaijan can pay online and send money, but it cannot receive payments for sales. PayPal states in its help centre that in some countries and regions accounts have send-only capabilities, and Azerbaijan is one of them, so PayPal is not a payout option for Azerbaijani sellers.
PayPal's article Why does my PayPal account have only send capabilities? attributes this to the complexities of global finance. For Azerbaijan specifically, the head of the Azexport portal said PayPal users can only make purchases or send money (Trend, 2017). We could not find a newer official country list, so check your own account settings.
- You cannot connect an Azerbaijani PayPal account to a Shopify store to collect customer payments.
- Opening PayPal with a foreign address you do not live at can breach PayPal's terms and lead to frozen funds. We do not recommend it.
Can you open a Payoneer account from Azerbaijan?
Yes. Payoneer is the main working payment solution for sellers based in Azerbaijan. In 2021 eBay switched payouts for Azerbaijani sellers from PayPal to Payoneer, in US dollars. The Azexport portal also works with Payoneer officially and has set up a support channel for users who struggle with registration.
Facts and sources:
- According to eBay's statement, Azerbaijani sellers' eBay proceeds go to a Payoneer account and all transactions are in US dollars (Trend, 19 May 2021). Payoneer's own page confirms that eBay payouts go to your Payoneer account in US dollars (Payoneer: Get paid by eBay).
- In 2024 Azexport raised with Payoneer the difficulty of confirming address documents when opening a new account, and discussed opening accounts in the national currency for local users (ereforms.gov.az, 14 June 2024).
- In July 2026 it was announced that a special representative for Azerbaijan had been appointed and a direct digital channel for resolving local users' issues had been activated (ereforms.gov.az, 9 July 2026).
What do you need for Payoneer registration?
- An ID card or passport, with your name in Latin letters exactly as on the document.
- A proof-of-address document. Azexport flagged this as the most common sticking point.
- The same name as on your marketplace account. A mismatch slows verification.
- A bank account in your own name for withdrawals.
Does Stripe work in Azerbaijan, and what are the alternatives?
No. Azerbaijan is not on Stripe's official global availability list, so an individual or company registered in Azerbaijan cannot open a Stripe account and accept card payments. Stripe is only available through a business registered in a supported country, such as the United States.
The Stripe Global page lists the US, the UK, EU countries, the UAE and other markets, but not Azerbaijan. Stripe also offers Stripe Atlas, which lets founders from almost anywhere incorporate in Delaware. According to the official page, setup is a one-time 500 USD, and the registered agent costs 100 USD a year after the first year. A foreign company creates extra tax obligations in both the US and Azerbaijan. We cover this route in a separate guide: /en/blogs/do-you-need-a-us-llc-to-sell-on-amazon-577.
Can Azerbaijani residents get a Wise account or card?
You can send money to Azerbaijan with Wise, and Azerbaijan is not on Wise's list of unsupported countries. However, Azerbaijan does not appear on Wise's list of countries where residents can hold money. Without a balance there are no local account details and no card, so Wise is not a way for Azerbaijani residents to receive marketplace payouts.
- Which countries can I use Wise in? lists the countries where Wise is not offered. Azerbaijan is not on it.
- Where do I need to live to hold money with Wise? lists the countries where you can hold a balance. Georgia is included, for example. Azerbaijan is not.
- We found no official source confirming that the Wise card is issued to Azerbaijani residents. Ignore blogs that claim otherwise and check Wise's own pages.
Which account can receive Amazon, eBay and Shopify payouts?
For an Azerbaijani seller, eBay pays into a Payoneer account. Amazon pays to a bank account in a country it supports or to receiving details from a payment service such as Payoneer. On Shopify, Shopify Payments is not available in Azerbaijan, so you need a local or third-party payment gateway.
| Platform | Payout route for an Azerbaijani seller | What to check |
|---|---|---|
| eBay | Payoneer account, in USD (eBay managed payments) | Your name must match on eBay and Payoneer |
| Amazon | A bank account in a country and currency supported by Amazon Currency Converter, or Payoneer receiving details (Payoneer: Get paid by Amazon) | Check whether an Azerbaijani bank account is accepted under Deposit Methods in Seller Central (Amazon Currency Converter) |
| Shopify | No Shopify Payments (supported countries), so a local or third-party gateway is needed | Details: /en/blogs/shopify-payment-gateways-azerbaijan-574 |

What does Payoneer charge, and how do you withdraw to a local card?
According to Payoneer's official pricing page, the fee for receiving marketplace payouts depends on the marketplace. Withdrawals to a bank in another country usually cost 1.2% to 4%, and there are currency conversion and annual account fees. Exact amounts vary by region and account type and are shown in your account.
| Transaction | Payoneer standard rate |
|---|---|
| Receiving from a marketplace | Varies by marketplace |
| Receiving from another Payoneer user | Free |
| Receiving a card payment from a client | Up to 3.99% + 0.49 USD |
| Withdrawal to a bank (other cases) | 1.2%–4%. A minimum of up to 20 USD may apply in some countries |
| Converting between your balances | 0.5% |
| Annual account fee | 29.95 USD, only if the account receives less than 6,000 USD in 12 months |

Can you withdraw to an Azerbaijani bank?
Payoneer's general rule is that local withdrawals work when the bank account is in your name and in your country of residence. We could not confirm from an official source which currency and fee apply to withdrawals to Azerbaijani banks. In 2024 Azexport was still discussing national-currency accounts with Payoneer. Check the options and fees shown under Withdraw in your account, and contact Payoneer support through Azexport if needed.
What mistakes do sellers make when setting up payouts?
The most common mistakes are mismatched names, using a foreign address you do not live at, and starting to sell before the payout route is ready. They can trigger account reviews, delayed payouts or temporarily frozen funds. All of them can be avoided before you start.
- Mismatched names. Your name should be spelled the same on eBay, Payoneer and your bank account. Use the Latin spelling in your passport.
- A fake or borrowed address. Opening PayPal or Wise with a foreign address can breach their terms. Such accounts often get reviewed at the first large payment.
- Using someone else's account. Receiving payouts into a relative's or friend's Payoneer account is risky under both platform rules and tax accounting.
- Ignoring fees. Marketplace fees, Payoneer withdrawal fees and exchange-rate differences together can take a noticeable share of profit. Price your products with them in mind.
- Preparing documents late. Address and identity checks can take several days. Fully activate your payout account before your first sale.
Which one should you choose?
If you start on eBay, complete Payoneer registration as soon as you open your seller account and make sure the names match. For Amazon, confirm the deposit method in Seller Central. For Shopify, solve the payment gateway before you spend anything on ads. Do not use someone else's foreign address for PayPal, Stripe or Wise.
